Dr. Heng is a visionary leader and entrepreneur at the forefront of Digital Transformation, AI Governance, and Data Strategy in Southeast Asia. Combining deep policy expertise with cutting-edge technological acumen, he is committed to leveraging technology and robust governance frameworks to foster sustainable and inclusive digital growth in developing markets. He found OrraData to support this mission by developing digital transformation strategies and delivering simple, secure, and accessible technology that enables organizations of any size to cut costs, boost productivity, and make superior decisions in the digital-first environment.
Before founding OrraData, Dr. Heng worked for Meta in Singapore for six years, where he shaped favorable policy and regulatory environments, led major digital literacy initiatives for SMEs and youth, and provided strategic policy advice on critical regulations, including cybercrime, cybersecurity, data protection, and data localization. Together, he brought over a decade of experience working for global tech company and international organizations on tech policy, digital strategy and digital economy.
Dr. Heng holds a Ph. D. in Social Science from VU University Amsterdam, the Netherlands, and a Master in Public Policy from the Lee Kuan Yew School of Public Policy, National University of Singapore. He has also obtained numerous certifications in data-related specializations such as data analytics, data privacy, cybersecurity, generative AI, AI for business, AI strategy and governance, and managing AI projects.
Currently, he also provides strategic advice on digital transformation, data governance, and AI policy to Cambodia's Ministry of Post and Telecommunications, the National Assembly, the National Council for Digital Economy and Society and the National Council for Science, Technology and Innovation.
