Meet Our Founder
Dr. Heng is a digital policy strategist and entrepreneur working to unlock inclusive digital opportunities across Southeast Asia. He combines deep expertise in technology policy with hands-on experience in data strategy and AI governance, supporting governments and organizations through practical digital transformation.
He believes digital transformation must be localized—practical, affordable, and aligned with real-world contexts. Rather than focusing on technology alone, his work emphasizes the integration of technology, policy, and business objectives, with success measured through evidence-based implementation rather than theoretical recommendations.
This conviction led him to found OrraData. Rather than selling off-the-shelf technology or producing reports alone, OrraData works directly with governments and businesses to implement digital solutions that work in their specific environments. The focus is on real implementation, measurable outcomes, and sustainable impact.
His background spans both the private and public sectors. At Meta's Singapore office, he spent six years shaping technology policy across Southeast Asia. He led digital literacy programs for SMEs and youth, advised on critical regulations including cybercrime and data protection, and helped establish policy frameworks that balanced innovation with public interest. Before that, he spent a decade in international organizations and global tech companies, focused on digital economy strategy and technology policy.
Today, Dr. Heng advises Cambodia's Ministry of Post and Telecommunications, National Assembly, National Digital Economy and Business Committee, and Council for Science, Technology and Innovation on digital transformation, data governance, and AI policy.
Dr. Heng holds a Ph.D. in Social Science from VU University Amsterdam and a Master in Public Policy from the Lee Kuan Yew School of Public Policy at the National University of Singapore.
