Who founded OrraData?
The company was founded by Dr. Heng Pheakdey, a digital policy strategist and entrepreneur. Dr. Heng has a background spanning the public and private sectors, including six years at Meta's Singapore office shaping technology policy in Southeast Asia. He currently advises the Cambodian government—including the Ministry of Post and Telecommunications and the National Assembly—on digital transformation, data governance, and AI policy. He is supported by a dedicated team of international experts from across the Asia and the USA.
