The Challenge: Online scams, including job scams, investment scams, and phishing messages, pose a significant threat, with Cambodians alone losing an estimated $40 million to online fraud in the first half of 2024. MDP required an intelligent, accessible, and privacy-focused tool to combat this problem and promote a safer digital ecosystem.

Key Goal: Develop SCAMCHECK AI, a web-based, mobile-friendly application to provide instant scam detection and action guidance to everyday users.

Oradata's Solution: Building SCAMCHECK AI

OrraData was contracted to design, develop, and implement the intelligent engine and platform for SCAMCHECK AI. We delivered a proprietary system leveraging multiple AI and forensic techniques to provide highly accurate, localized scam detection.

Key Technical Features Developed by Oradata:

Multi-Modal AI Input: Developed a single, simple interface that allows users to input suspicious content via text, photos, or URLs for immediate analysis.
Linguistic & Behavioral Forensics: Engineered a core AI model capable of detecting specific scam indicators such as urgency, coercion patterns, and dialect mismatches common in regional fraud attempts.
Computer Vision & OCR: Integrated functionality to extract text from images (OCR) and use Computer Vision to detect visual anomalies like forged logos.
Reputation Cross-Referencing: Built heuristic analysis that checks submissions against scam databases to identify homograph attacks and assess domain authority.
Localized Language Support: Launched the application with initial support for both Khmer and English.

Since the launch of SCAMCHECK AI on December 06, 2025, MDP has provided the public with a critical defense tool against digital fraud.

Actionable Guidance: The tool provides clear outputs: a Risk Level (High Risk, Suspicious, or Low Risk) and unambiguous Action Guidance (e.g., "Do not click on the link," "Do not send money").
Data Privacy Assured: By strictly adhering to the client's privacy requirement, Oradata ensured that all information provided for analysis is NOT collected or stored, building crucial user trust.
Broad Reach: The tool is immediately available to the general public, job seekers, company staff, and government employees.

Future Scalability:

Regional Expansion: The architecture is designed to support the planned expansion to neighboring countries and the addition of multiple languages within 12-24 months.
Community Integration: The platform will integrate with planned features like a Telegram group for crowdsourcing reports and an automatic complaint tool to report scams to authorities.

OrraData partnered with the Cambodia Council of Ministers to deliver a comprehensive series of capacity-building trainings aimed at strengthening digital resilience and data-driven governance across the public sector. The initiative formed part of the national Innovation for the Public Sector program, designed to equip government officials with the skills required to navigate an increasingly digital policy environment.
